More often, steering fails because information, decisions and coordination do not scale with the complexity of the project.
Steering is a system, not a collection of reports.
Governance, reporting, decision paths, tools and responsibilities only work when they fit together. A status report without decision logic merely documents; a committee without dependable information merely administers. That is why loumiTECH treats project steering as a coherent system — not as a list of individual PMO tasks.
At the start there is always understanding, not structure. Which dependencies actually determine the programme? Where does information get lost, where do decisions stall? Only once these questions are answered is structure introduced — matched to the real project situation, not to the textbook. No method for its own sake: every steering building block must address a concrete bottleneck, otherwise it is left out.
That requires closeness to both sides: to technical delivery, in order to assess statements about migration, interfaces or test environments — and to management, in order to turn them into decision-ready materials. Steering that knows only one of the two perspectives remains either abstract or operationally trapped.

Shirin Meggendorfer has worked since 2018 in PMO and project-controls roles across complex IT and SAP programmes: finance and EMEA board reporting, contract & vendor management as well as Jira and Confluence governance. Before that came roles in development, testing, interfaces (SAP PI/PO) and support.
This combination makes her a translator between programme management, finance, procurement/legal, business, suppliers and development: technical statements can be assessed, commercial connections stay present, and management materials are built from dependable delivery information rather than from reworded status updates.
